About this tool
Sample rate conversion is done with the browser's own high-quality resampler (an OfflineAudioContext), not a hand-rolled approximation. Lower sample rates and bit depths make smaller files at the cost of fidelity — 16,000 Hz / 16-bit is plenty for speech, while music generally wants to stay at 44,100 Hz or 48,000 Hz.
