Scales a clip's volume so its loudest point sits exactly at a target level — the whole clip is boosted or lowered by the same amount, nothing is compressed or limited.

About this tool
This is peak normalization: it measures the single loudest sample in the clip and applies one flat gain to the entire file so that sample lands exactly on your chosen target. It won't even out quiet and loud sections the way a compressor would — for that, look for a separate dynamics/compression tool.
